Some weapons such as the NASAM system will be bought and then shipped to Ukraine.
Anyhow, to stopping the taxation computers from working is an effective weapon.
So its more or less a mixture of surplus and buying new equipment. I agree, in any case causing any more problems with the tax system is going to harm America. Especially if the net result makes it more difficult for America to service its debit. Part of me wonders if Russia was aware of what the economic impact to global economies war with Ukraine would be and if that is a primary factor into why they decided to attack. In a few months, Russia will have contributed significantly to food shortages. I have seen estimates ranging anywhere from 10-15% of the global supply of food production is expected to be gone. This plus all the other things globally going on with supply chain issues, on-going pandemics, climate, and fuel prices seem to all be adding up into a situation that I can only describe as "Fucked".
Maybe Russia had no idea at first, but it is certain they are realizing this now and are using the opportunity to further destabilize America into a weaker global power.
