Let's kill the idea of a centralized catalog made by anyone. Just publish your app to Nostr, like with https://nostrapp.link/, and that's it.
With no catalog, there is no way to "review" apps (which gives control and liabilities to the reviewer), request, or enforce the removal of apps the powerful simply don't like.
I'm not suggesting a centralized catalog of any kind, in case that was not clear. Also, this is not a collection of nostr apps, it's any app.
It is possible to review apps in a decentralized manner. A NIP-32 review on a NIP-94 metadata included in a NIP-51 list is the nostr approach to review an app in a curated list.
