I mean yeah, it sorta does the job... But wouldn't you think that the way I described it would do the job a bit better? :)
It would for your specific use case certainly! We generally have to consider the generic case, because many things are written here without titles or with titles but without the intent of creating tabs.
If you end up writing content here with "tabs" and develop some opinions about the feature from that experience, I'd be happy to hack enhancements in.

The first title would "open up" like this;
