Can archived territories be restored (with all previous content intact) by any user or only by the original founder?
Will we be shown a list of 1 month+ archived territories that are up for grabs? Is it first come first serve on reclaiming them?

First come first serve. Anyone, including the previous territory owner, can purchase and restart them with all previous content intact.
Eventually there will be a list of such territories.

can the decision be made to nuke content of the territory upon reclaiming? I wouldn't be a fan of that but just curious

It wouldn't get nuked. The content would just be moved to a sub-territory of ~archived or ~dead or ~foreclosed or ~deserted or some such.
