why dont people stick with the same routing fee? It seems that all this fee changing makes the network ever so slightly unstable :P
Passive rebalancing channels through fees.
Can also use it to set MAX_HTLC which is useful for voluntarily disclosing your channels capacity availability to reduce probes.
