I was aware of Houston's lack of zoning laws, but I haven't seen much analysis based on it. From what I've seen first hand, cities like Houston (major metros other than the liberal coasts) don't really have huge homeless problems. I've always attributed that difference to a whole suite of policy differences, with affordable housing being one of the bigger ones.
