One of the challenges of using Tor with Lightning I have heard is that it slows down and reduces the reliability of Lightning. Would it be feasible to create a separate tor style network usable along side Lightning, optimized and restricted to data types and sizes more suitable for lighnting? Perhaps it could have payment incentive structures. How challenging would such a goal be?

If the data is encrypted, it would not be possible to control the data type, as it would indeciferable, however, message sizes could be restricted to those near what is required by lightning. Either payments and/or proof of work could be used for spam provention.
