His message said he couldn't resist himself but to message me and I didn't reply because I'm creeped out, who just takes someone's contact and message them like this?

I thought that my number will only be used in the event that my donated blood has some issues or wtv but no he messaged me trying to start conversation... Can this be reported? He had my full IC and Address information as well...
