It did, even though if the safety concerns about the plant had been raised for more than ten years but nothing was done to prevent a tsunami scenario. Luckily there few nuclear disasters and all all them were not because of the technology but rather human mistakes and some designs can make impossible meltdown or explosion so hopefully we will get there eventually
