They are pumping out gov jobs like crazy here in Spain to tackle the political crisis. Greece for example is dead in the water waiting for the next sov debt crisis. Portugal? I love Port wine....
Portugal is a complete mess, taxes are at an all-time high, and their socialist prime minester resigned just a few days ago due corruption.

France has often had higher official unemployment than that. IIRC a few years ago the government also changed the criteria for unemployment stats to make it look lower than it was.
Yes. The real rate I guess is somewhat between 12 and 15%
Most of these EU Countries unemployment rate is becoming to look like African countries
