France has often had higher official unemployment than that. IIRC a few years ago the government also changed the criteria for unemployment stats to make it look lower than it was.

They are pumping out gov jobs like crazy here in Spain to tackle the political crisis. Greece for example is dead in the water waiting for the next sov debt crisis. Portugal? I love Port wine....
