Fundamentally, those who are religious are believers because they have no way to independently verify the existence of an afterlife and thus must believe. In my mind, religion is an intensely personal experience and practice. The debate over controlling the masses, public corruption, etc. occurs when you move up the chain to the higher levels of organized religion. There is a difference, in my opinion.
Correct, in my experience when people reject belief in God they replace it with another god. I would also argue many religious people actually worship the state as their god but are blind to it or can't admit it.
