Should just be "the state" and "state child propaganda centers", respectively
I don't even think "government" is right, because that conflates private governance with the state. The appropriate term is simply "the state".

When I was typing up my book review this morning, I realised just how far the psyop has gone. We are taught from a very young age to write... government with a capital G.
Has felt natural up until now, but I can't believe it's taken me this long to acknowledge. Can you cowboys think of any other words or saying we've had conditioned into our language?
