Why does it seem like the trucks are covering the highway with snow. Shouldn't the trucks scoop up and remove the excess snow or am I missing something?

They get paid to plow, whether the roads are covered or not. Union jobs, baby! At least that's how it works in Alaska.
Snow plows don't scoop. That snow is being pushed from somewhere way down the road.
