This idiotic attempt is just an assembly bill (for now) it will be a while before it gets through (if ever). Any member of assembly or senate can submit any bill (literally) doesn't mean it will be treated seriously, although this is NY so I have seen stranger things happen... A salient line from the bill:
No retailer shall sell any three-dimensional printer capable of printing a firearm unless the division of criminal justice services provides written [permission]
It also says if anyone wants to buy a 3d printer, the vendor can't just sell it to them, they just must first request permission from the criminal justice division, who must investigate whether the buyer has a felony charge against them, and reply to the vendor with a yes or no based on that
