Just do it. Find the place, talk in private with the owner, set the conditions and done. P2P, F2F. Make the papers in private and also take 2 witnesses with you. Always have the contract signed by 2 witnesses too. Nobody can stop you to do that. What / how you agree to pay is only between you and the owner.
