I would guess they're pretexting for various methods for putting shitcoins on Bitcoin. As much as I wish this were about something useful (in which case they should have just posted about the useful thing), it normally is not.

a few people on twitter said this account was locked in 2018, but i don’t remember hearing about it then, nor do i know who the past owner(s) were.

Community Notes are claiming Craig Wright is behind it, but too many of the 2018 posts would be anti-CSW in its messaging.
Might be a Bitcoiner who got lucky getting the username for lots of money.

It appears that this account was created in 2007, one year after Twitter started. However, this means nothing.
Having access to this account (or buying it later) means zero.
Scammers can have very wealthy friends/accomplices too.
Proving you're Satoshi and that you've his private keys means everything.
