the bigger question that we haven’t really resolved is whether covenants undermine property rights.

enabling CTV seems like a pretty obvious attack vector to me.

1. create a covenenant that prevents spending to non-whitelist addresses
2. enforce miners/exchanges to only allow sending to addresses utilizing the covenant
