I think layer 2 is very good and successful
But what could a layer 3 do or solve
And what will be its use cases ?

We're using layer 3 right now. Those are the applications built over lightning.

You could make the arguement that Strike is a layer three. Its a company/application built ontop of Lightning. Layer threes could be businesses or protocols.

It depends on how define something being a layer. If by layer 3 you mean some trustless protocol layer that's isolated from layer 2, ie layer 2 performs well regardless of how layer 3 operates, then I think you could argue RGB and Taproot Assets are layer 3s.
