Three places: Asunción, Ciudad del Este and Encarnacion and depending what you like. Ciudad del Este is for shopping (astounding prices, almost 50% off for non-paraguayans all day long) and Encarnacion to rest, next to Argentina. Check with the site, they'll help you to make a tour around Paraguay.

Providers such as businesses, not so much, there are few but not quite popular.
What we have (lots of) is P2P, contact with one and make your trade, mostly with cash and through phones deposits (Giros Tigo for example). Banks are very reacious to take any participation in the bitcoin and/or crypto industry.
