Taxes on fuel do exactly that.
The more you drive the more you pay.

That’s true! I’m more stuck on highway usage taxes that are proportional to the value of the vehicle, or even flat per vehicle. If I own 3 cars, that doesn’t mean I’m driving the same as 3 people summed up.
