Is this true? I was reading something a while ago with reference to this, not exactly but after I was done, this was something i still wondered about. For eg, Monero can be forked, so it is not what it is considered by most? It has ultimate privacy features but the above argument possesses some doubt.

But that's only one of many criteria as to whether something is decentralized or not.
Monero pushes out hard forks on a schedule. That pretty much equates to being not decentralized.
