Doesn't say anything about being dead by 2016 above?
Checked BTCMap and there are not 150 businesses anymore, but around 70, and many had been verified to accept Bitcoin still this year or last year.

I also just checked btcmap and, HOLY CRAP
Arnhem has more places than AMSTERDAM!
I will crawl back into my hole.
TLDR: Arnhem appears to be an actual success story.
