I'm wondering if Taro can be used with Federated Chaumian Mints or something similar.

I can see mints making a Taro transaction to mint a bunch of private coins. Every once in a while, maybe every few months or every several thousand or million off-chain transactions, they create a new Taro transaction to represent the new balances. Mints open Taro channels to one another so that they are interoperable with one another and the Lightning Network as a whole.
