As Passport is an air-gapped wallet, fee controls cannot be done on the device (though you can verify the fees on the device before signing transactions).
Fee controls are all done by whatever wallet you choose to connect Passport to, be it Envoy, Blue Wallet, Sparrow Wallet, etc.

We already have slow/fast simple fee controls, and are exploring manual fees for a later release!

True but sometimes a user Wants to over pay and the simple fee controls simply don’t cut it.
