What's their definition of tech innovation?

This abstract term is the first in a list, then afterwards comes software and computer/comms hardware.
I think the text of the law needs to be read to fully understand what it precisely applies to, but it looks like they want to make a silicon valley type situation. I mean, not the CIA part but you know what I mean.
The analysis seems to be fairly simple to understand, it is for startups pretty much for startups, no distinction whether it's locals or expats just it only takes effect now and existing operations before it are not eligible as well as those already under a tax incentive scheme. Something about restructuring, I presume that means existing operations cannot get around this limitation by breaking up old orgs and merging them into new ones.
