Mass adoption will not come from a president or a gov. It 's up to each individual to change his mind, learn, use bitcoin as money. For more you are using bitcoin as money, stronger will be and make obsolete any fiat, cbdc, president or govs.

You are right, the adoption of Bitcoin does not depend on Presidents or Governments (in fact, Bitcoin allows you to free yourself from the financial control that governments want to have over citizens). But nevertheless, there are some cases such as President Nayib Bukele of El Salvador that are the exception. Due to the direct action of President Bukele, today the BTC is legal tender in El Salvador and with it you can even pay street vendors (for example, buy the "pupusas" that Max Keiser likes so much😅).
