In order to implement the relevant deployments of the state and the provincial party committee and the provincial government, effectively prevent the risks and hidden dangers caused by the blind and disorderly development of virtual currency "mining" activities, make precise efforts to rectify "mining" activities, and drive the overall progress with key breakthroughs, we will rectify them now. The relevant matters of virtual currency "mining" equipment are notified as follows:

1. Virtual currency "mining" activities have large energy consumption and carbon emissions, and have a low contribution to national economic activities. They are outdated production technology and equipment that the state has explicitly ordered to eliminate. "Mining" equipment should generally include electronic computing equipment (such as graphics cards, motherboards, etc.), "mining" software and mining pool access records, including but not limited to Field Programmable Gate Array (FPGA) mining machines, central processing units (CPUs) ) mining machine, graphics card (GPU) mining machine, application-specific integrated circuit (ASIC) mining machine, etc.
2. In accordance with the relevant provisions of the "Industrial Structure Adjustment Guidance Catalog (2019 Version)" and the "Energy Conservation Law of the People's Republic of China", the virtual currency "mining" equipment will be immediately stopped and confiscated according to law. If an enterprise participates in virtual currency "mining" activities and the circumstances are serious, it shall report to the people's government at the same level to order it to suspend business for rectification or closure in accordance with the authority stipulated by the State Council.
3. Administrative law enforcement documents shall be implemented in accordance with the "Notice of the Legal Affairs Office of the People's Government of Zhejiang Province on Printing and Distributing the Reference Styles of Commonly Used Administrative Law Enforcement Documents in Zhejiang Province" (Zhe Fu Fa Fa [2017] No. 25), and the specific confiscation and other related documents can be referred to Annex 1-4 implement. Articles confiscated according to law shall be handled in accordance with the relevant provisions of the Administrative Penalty Law of the People's Republic of China.
4. All relevant units should formulate work plans according to work requirements, refine the division of responsibilities, and do a good job in the investigation of virtual currency "mining" activities. Provincial-level energy conservation authorities guide local governments to strengthen administrative law enforcement of virtual currency "mining" activities.
