If I'm not mistaken, this is the third or fourth time that the Supreme Court of Brazil has tried to ban Telegram. At other times the app was inactive for a few days/hours. They tried to ban WhatsApp too but failed. Most Brazilians today already know how to use VPN and Tor, so this ban is not having the effect they would like.
