Sure they will.
There is regulatory clarity. They just don't like it so they keep pretending there is none so they can continue doing what they are doing and hope to win or delay court battles forever.

On the one hand, it's coinbase.. no love lost. On the other hand, yes, please, I WANT to see the bitcoin industry relocate - not just to more friendly places, but also to places where utility trumps investment. Though of course investment is what they make their money off.
