Montelibero project from Montenegro is close to the idea but they haven't reached the point when they think they have to focus on Bitcoin exclusively.

It's great to see more of these circular economies springing up, the first ones will be the hardest and many of them will likely fail, due t funding mimatches and the vol of bitcoin making it harder in the early days but they will lay the gound and the lessons for others
