What does he mean by this? Afaik Ledger already accepts payments to taproot address. So is this about creating custom locking scipts with taproot?

This should allow for tapscript opcodes for things like multisig AFAICT.
With taproot scripts it's also possible to have things like being able to recover funds using an alternate key after a certain amount of time, while having the address still be a simple Taproot address (with the same fees and privacy to spend as a regular spend, unless you go down the alternate spending path)
