This bill isn't a problem for Bitcoin per se. Rather, it's a problem for all the software surrounding Bitcoin: notably Linux and all the software that makes up Linux distributions. The Linux Foundation and Software in the Public Interest are two US non-profit corporations, both of which could be coerced to change their code for national security reasons.
