I don't think cartels would go out of business if CBDC was enforced. Same as they don't go out of business when "Illegal drugs" are illegal... CBDC may actually create larger market for cartels.

The more stuff in peoples life is made illegal, the more opportunity there is for illegal organizations (e.g. cartels) to squeeze value out of it...
