It's like that scene at the end of The Big Short, where the narrator says something like this:
"In the years that followed, hundreds who were responsible went to jail, the regulator was overhauled, and the government had no choice to claw back the profits stolen from those whose trades were canceled ... [...]. Just kidding. Banks took the money, they used it to pay themselves huge bonuses, and lobbied to block any reform. And then they blamed the Russians."
