would it would be possible to run a lighting node on a mobile device and then have a watch tower that can look over it? Maybe Apple can provide a watch tower for its users devices?

Yes you can do that. I'm sure many wallets do something like that today. The real problem with offline wallets is receiving or routing payments when you're offline.

What would be the problem with it being online all the time? Battery life?

That and other types of resource consumption I suspect. None of the mobile operating systems allow it.
