a validation slowdown of about ~160x for the median peer could be observed. The median peer took about 20s to validate a slow-to-validate block, while a normal block on Signet would take the node 176ms.

Is this then something that a miner could use to enhance so-called selfish mining? (if they had a significant amount of hash rate)

I don't see how that would help the miner. They could just withhold their block instead.
