I don't use Chrome and I don't usually enable push notifications, BUT I'm a dev and I have looked into how push notifs work under the hood. The notifications don't directly go to your browser, they go to Google and Google forwards them to your browser. Sometimes, privacy focused browser extensions can disable this functionality. So something you could try is checking your browser's settings.
Another thing you can try is going to a site that tests your browser's ability to receive push notifications. https://www.bennish.net/web-notifications.html for example. Is it failing for you there, or is it just failing on SN?
