Nostr is a reimplementation of RSS. Each relay will need to make moderation decisions for themselves.
Imagine having your SN feed, your Twitter feed, and your 4chan feed all in one RSS feed, but you only need to log in one time. If this electrocution thing is happening on the 4chan feed, one would have to imagine that people disconnect from that relay because they aren't interested in seeing that. It could also mean that relay gets in trouble with the law, except by section 230 protections and paid relays mean banned users have to pay again and again on every ban.
Or you could have a relay hosted on tor which allows for all of this and you get a large userbase there. You can thank the US Navy for the invention of Tour and the US military (DOD) for the invention of the internet. Tor is also where a lot of horrible things happen to be. There are ways to investigate these crimes anyway though.
