What is the purpose of this? I get that it's pr, but even from that perspective, I don't see what it achieves.

If a Core developer submitted a PR to Knots to eliminate the OP_RETURN standardness limit and it got closed as spam, it wouldn't be impressive or amazing or anything other than a waste of everyone's time.
