But in Singapore schools, where teachers are pitted against one another in an annual ranking exercise, surely our interests wouldn’t be so neatly aligned with those of our colleagues and bosses. If I collaborate with you and make you shine unwittingly, this means less performance bonus for myself.

ok, but that's not a natural marketplace (where prices and incentives and profits govern), is it?

Without knowing anything about it, I'm gonna guess it's an artificial jumbling-together of workers and interests that wouldn't have been there on their own.
