Cowboy hats are more about your zapping behavior than about posting / boosting.
I just got a cowboy hat for boosting my 3 day old post that dropped to the 5th page.
probably coz boosting is treated similarly to zapping
The hat is something you earn for participating... It would be silly to pay for it—it's something you have to earn.
