One steelman argument for Ordinals being a BIP is that sats of certain "rarity" levels are awarded directly to miners. (Of course, all sats are directly awarded to miners, but follow me here...)

Since the choice to split & sell these sats marginally affects the profitability of miners who obtain them, it is worth documenting how they are identified.

you make an interesting point. there will probably always be a case to made that something is "in scope" no matter how explicitly scope is defined. This is why I'm partial to people forking the bip repo and making the thing they want to see in the world. I wonder though if I'm just ignorant and there are very strong reasons why such a thing shouldn't be done.
