China is simply more competitive than the USA right across the board.
China makes things more efficiently than all of the wests manufacturing economies.
Because Chinas economy is structured to be ore efficient.
China understands that the partnership between private enterprise and government is crucial to building a globally competitive economy- the west has forgotten this.
Trump is hastily implementing State Capitalism but China is still way ahead and in response USA is committing war crimes to try and reverse Chinas huge advantage.
China has won the trade war and USA is a poor losers and seeking to use military aggression, assassination and war crimes to preserve its global hegemony.

There are pretty strong economic arguments for a country like the US to have higher tariffs, particularly if they are offsetting other taxes, but I've never seen a good argument for having a highly volatile tariff policy.
