He isn’t declaring war and that’s what both sides of the aisle have used. Strikes whether limited or wide spread fall into a grey zone that no one know what to do.

It makes sense that the president could take out a terrorist leader ASAP just because Congress will drag it out but wide spread like this… I mean it’s such a gray zone
