So it’s a 'political' decision then! It’s weird that you can accumulate indefinitely if you don’t have a attached wallet, but you’re capped at 10k if you do.

if you do not have attached wallet, you do not accumulate sats, only CCs.
Sats you see in your balance are a mistake due to the fact that SN still want to have a rewards pool.
Eliminate that rewards pool and you will see no sats in your balance.
