They are more competitive, ruthless and less caring than others, which makes them more prone to reach leadership positions and abuse power when its in their hands. This has been the case for centuries. The idea of an objective, altruistic government will never exist in reality for long due to the inherent nature of people. So, in short, humans are the problem. You could argue then automation, but automation only occurs by people programming it, which introduces the same biases.
