Are you talking about countries like Malaysia, Madagascar, Myanmar, and Nigeria? The chart shows reserves and production. I don’t know the specific situation in those countries, but I do know that in the rare earths market it’s common for countries with reserves to sell the raw material because they don’t have refining facilities.

I think the zeros are not true zeros. They just don't have reserve estimates for them and made a poor data reporting choice.

That graphic appears to show countries somehow mining rare earths when they have none to mine.
