Why is NIP-23 needed? Couldn’t a client just cut off text that is too long and put it behind a “read more” expander?

There are no hard requirements here because I don't know how they can be better. You'll have to trust my judgement on whether what you did was good or not. The bounty amount may be smaller or bigger than what is announced and bounties can be paid multiple times to multiple people (I don't know if SN will support this but we can arrange things manually).
