I don't see it as all over the place, simply that there were innumerable reasons for it... My list at the open is just what I came up with while on the shitter, there's surely more.

People will generally pick their pet reason, since there's a buffet of reasons both public and classified.

"I don't want regime change"  proceeds "but we'll do it if we have to"...

Regime change wars and nation building would be another matter, it's a pretty desperate reach to nit an arrest... Very delusional to fancy yourself as neutral and objective, your entire framing is a fishing expedition.
